ATTY. MANUEL C. PORTUS studied Political Science at the University of Santo Tomas, graduating in 1977 before obtaining a law degree from San Beda College of Law in 1981. In 1982, he passed the bar examination and became a member of the Integrated Bar of the Philippines. On 2005, he graduated at World Maritime University having a degree of Maritime Administration. Atty. Manuel C. Portus, nicknamed “Caloy” began his career being an Associate Partner of the Rosales Cancino Robles & Associates on the same year. From 1982-1986, he became an Associate of the Sison Ortiz Palacios Roman & Associates. The following year, he set foot on the government as the Division Chief of the Special Action and Investigation Division at the Department of Environment and Natural Resources at Diliman, Quezon City. He later transferred to the Maritime Industry Authority and served as Division Chief of the Franchising Office until 2011. From 2011-2014, he became the Director II of the Maritime Legal Affairs Office. In 2014, he was assigned as the Regional Director of MRO-IV until May 2017. He is presently assigned as Regional Director of MRO-XIII (CARAGA Region).
