1. Acts as the central enforcement and compliance monitoring Unit of the Authority with respect to all approvals/ permits/certificates/licenses and other issuances made by the different Units under existing policies, rules and regulations;
  2. Enforces relevant national; and international laws, rules, regulations, circulars, orders, decision, rulings, including penalties for violations thereof, governing the different maritime industry sectors/sub-sectors, namely: Domestic shipping, overseas shipping, shipbuilding/ship repair, maritime manpower and maritime safety through compliance monitoring activities (desk top monitoring and/or document verification) and submits reports/recommendations on the violations committed by maritime enterprises/entities for the consideration/appropriate action of Management through the Legal Service (LS) or Franchising Service (FS);
  3. Undertakes continuing analysis of violations committed by maritime enterprises/entities resulting from the discharge of enforcement and compliance monitoring functions/activities and recommends the adoption of appropriate courses of actions and/or the adoption, review, updating and implementation of programs, projects, policies, rules and regulations of the different maritime industry sectors, as appropriate, in close coordination with the concerned Units of this Authority and other law enforcement agencies;
  4. Conducts preliminary inquiry/fact-finding activities relating to complaints and maritime accidents/incidents aimed at determining whether existing maritime laws, policies, rules, regulations governing the different maritime industry sectors/sub-sectors, namely the domestic shipping, overseas shipping, shipbuilding/ship repair, maritime manpower and maritime safety have been violated and submits reports/recommendations thereon for the consideration/appropriate action of the Management and/or higher authorities;
  5. Conducts inspection/survey and audit of companies and/or ship/s involved in maritime accidents/incidents, those subject of complaints, and as may be determined by the Authority, and submits reports/recommendations thereon for the consideration/appropriate action of Management and/or concerned Units of the Authority;
  6. Monitors and undertakes continuing evaluation and root cause analyses of all maritime incidents/accidents and complaints based on the outcome/result of preliminary inquiries/fact-finding activities and marine inquiries/investigations conducted thereon, as applicable, and recommends the adoption of appropriate courses of action and/or the adoption, review, updating and implementation of programs, projects, policies, rules and regulations of the different maritime industry sectors, in close coordination with the concerned Units of the Authority and other law enforcement agencies;
  7. Participates, upon proper designation, in various task forces constituted by the different government agencies involved in law enforcement, marine/inquiry/investigation and risk reduction to further enhance the safety and security of the passengers of domestic water transport services and the general public;
  8. Conducts or participates in the conduct of public consultation in coordination with concerned Units of the Authority, relevant government agencies, private sector associations and other entities involved in the discharge of functions relating to enforcement and compliance monitoring and conduct of preliminary inquiry/fact-finding activities, including issues, problems, complaints, proposed programs, projects, policies, rules and guidelines attendant thereto and in relation to the briefing/orientation on newly approved issuances;
  9. Recommends the development and maintenance of databases and monitoring systems relating to the discharge of enforcement and compliance monitoring functions/activities in terms of determining compliance with the standards, provisions, terms and conditions of all approvals/ permits/ certificates/ licenses/ documents issued by the Authority, conducts of preliminary inquiry/fact-finding activities on maritime enterprises/entities and root cause analyses of maritime incidents/accidents, to further improve work productivity and efficiency in public service, in coordination with the MISS;
  10. Identifies external/internal information that will serve as inputs to the discharge of functions relating to enforcement and compliance monitoring and conduct of preliminary inquiry/fact-finding activities on maritime accidents/incidents, analysis of violations committed by maritime incidents/accidents, in coordination with appropriate Units of the Authority, private sector and relevant government agencies;
  11. Prepares response/replies to inquiries relating to the discharge of enforcement and compliance monitoring and conduct of preliminary inquiry/fact-finding activities, analysis of violations committed by maritime enterprises/entities and root cause analysis of maritime incidents/accidents;
  12. Undertakes preparation of position/information/discussion papers on matters/issues relating to the discharge of functions relating to enforcement and compliance monitoring and conduct of preliminary inquiry/fact-finding activities, analysis of violations committed by maritime enterprises/entities and root cause analyses of maritime incidents/accidents,
  13. Represent the Authority in international maritime conferences, meetings and negotiations, as may be assigned by higher authorities; and,
  14. Performs such other functions as may be assigned by higher authorities.
