Luisito U delos Santos or Lui as he is fondly called by his peers obtained his Bachelor of Arts, from the University of Saint Louis (USL), in Tuguegarao City as an academic scholar; his Bachelor of Laws and Letters (underbar), class 2005, from the University of the East (UE) in Manila; and his Master of Science (MSc) degree in Maritime Law and Policy, class 2008, from the World Maritime University (WMU) in Malmö, Sweden as a SASAKAWA Fellow under the auspices of the Ocean Policy Research Center (OPRC), Nippon Foundation, Japan. He was also awarded the Rev. Fr Roger Tjolle, cicm scholarship grant to pursue Advanced Course on Educational Administration and Supervision at the Saint Louis University (SLU) in Baguio City. He started his professional career as part of the Faculty of the University of Saint Louis (USL) teaching English Grammar & Composition, Speech and Speech Writing, English Literature and Asian History for 6 school years or from 1991 to 1997. He likewise headed the Community Extension Services of the University’s High School Department between 1996 and 1997 where he initiated livelihood, catechetical, literacy programs as well as medical-dental missions, periodic tree planting activities to identified beneficiaries. He was trained as a “Regional Trainor for Teaching English as a Second Language for Secondary Schools” under the Fund Assistance for Private Education (FAPE) in 1992. In 1997, he moved on to the join the Office of United Nations and International Organization of the Department of Foreign Affairs. While at the DFA, he was chosen to head the Philippine delegation to the ASEAN Youth Friendship Program for the 21st Century, Environmental Protection Category in Japan between July and August 1999. When he transferred to the Maritime Industry Authority (MARINA) in 2000, he was designated to serve as Special Assistant to the Lead Shepherd when the Philippines assumed its role as Deputy Lead and Lead Shepherd of the Transportation Working Group (TPT-WG) of the Asia-Pacific Economic Cooperation. He was likewise detailed as a Technical Assistant to the Undersecretary for Maritime Transport of the then Department of Transportation and Communications. He travelled overseas as a member of the Philippine delegation in various meetings of the APEC TPW-WG, Maritime Safety and Council Meetings of the International Maritime Organization (IMO); and other multilateral maritime organizations/associations.
