1. Recommends the adoption, review, updating and implementation of plans, programs, projects, policies, rules, regulations, standards and specifications, as may be necessary, for the safe management and operation of companies and/or ships, seaworthiness of ships and the protection of the marine environment;
  2. Evaluates and recommends appropriate action on applications/request of shipping companies/operators/maritime entities for the issuance of safety management related certificates and relevant accreditation certificates, authorizations and related approvals, in accordance with the Philippine Merchant Marine Rules and Regulations 1997 (PMMRR ‘97), as amended, the Ship Safety Inspection System (SSIS) and Manual, as amended, and relevant MARINA policies, rules and regulations, and specifications, including applicable international conventions, codes, rules and regulations and other issuances for the safe operation of ships and the protection of the marine environment;
  3. Conducts periodic inspections/surveys of Philippine flag ships to determine compliance with the PMMRR ’97, as amended, the SSIS manual, as amended, and/or relevant MARINA policies, rules and regulations, standards, and specifications, including applicable international conventions, codes, rules and regulations and other issuances for the safe management and operation of companies and/or ships, and the protection of the marine environment and recommends the issuance of/ or issues appropriate certificates, as warranted;
  4. Conducts technical evaluation/inspection of ships in relation to the grant of authority to acquire thru importation or bareboat chartering and with respect to applications for the importation of spare parts/equipment and others for VAT Exemption under RA 9295 and recommends the issuance of/ or issues appropriate certificates and/or endorsements thereon, after due compliance of the relevant provisions of SOLAS 74, as amended, and applicable MARINA policies, rules and regulations;
  5. Conducts document review and assessment of the Safety Management Systems (SMS) Manual/s submitted by companies to determine compliance with the relevant provisions and certification procedures of the ISM/NSM Codes and applicable MARINA policies, rules and regulations and recommends the issuance of/or issues the corresponding Document of Compliance (DOC) to companies and Safety Management Certificate (SMC) to ships, after due compliance with the certification requirements under ISM/NSM Codes;
  6. Accredits and/or recognizes classification societies/organizations, underwater surveying companies, manufacturers, suppliers and distributors of life saving, firefighting, communications and/or navigation appliances and equipment in accordance with existing MARINA policies, rules and regulations;
  7. Monitors, evaluates and audits performance of recognized organizations and accredited local classification societies, underwater surveying companies, manufacturers, suppliers and distributors of life saving appliances and firefighting equipment in accordance with set parameters and criteria as embodied in existing MARINA policies, rules and regulations;
  8. Recommends the grant of authorizations to recognized organizations to conduct ship surveys, for and behalf of the Authority, and if warranted, issues the relevant certificates to Philippine-registered ships operating in international trade, upon their request;
  9. Conducts inspection for the purposes of release of imported ships from the custody of the Bureau of Customs (BUCUS);
  10. Monitors and evaluates maritime developments and issuances made by international, regional and sub-regional maritime organizations of conventions, codes, laws, circulars, rules and regulations, resolutions, protocols pertaining to the safe management and operation of companies and/or ships, seaworthiness of ships and the protection of the marine environment;
  11. Conducts inspection/survey of ships involves in maritime accidents/incidents, those subject of complaints, and as may be determined by the Authority;
  12. Conducts or participates in the conduct of public consultation in coordination with other MARINA Units, relevant government agencies, private sector associations and other entities involved in the discharge of functions relating to the safe management and operation of companies/ships, seaworthiness of ships and the protection of the marine environment including issues, problems, complaints, proposed programs, projects, policies, rules, regulations and guidelines attendant thereto and in relation to the briefing/orientation on newly approved issuances;
  13. Recommends the development and maintenance of databases and monitoring systems relating to the safe management and operation of companies/ships, seaworthiness of ships and the protection of marine environment in terms of determining compliance with the standards, provisions, terms and conditions of approvals/permits/certificates issued by the Authority to further improve work productivity and efficiency in public service, in coordination with the MISS;
  14. Identifies external/internal information that will serve as inputs to the discharge of functions relating to the safe management and operation of companies/ships, seaworthiness of ships, and the protection of the marine environment, in coordination with appropriate Units of the Authority, private sector and relevant government agencies;
  15. Prepares response/replies to inquiries relating to the discharge of functions relating to the safe management of companies, ships, seaworthiness of ships, and the protection of the marine environment, in coordination with appropriate Units of the Authority;
  16. Undertakes preparation of position/information/discussion papers on matters/issues relating to the discharge of functions relating to the safe management and operation of companies/ships, seaworthiness of ships, and the protection of the marine environments, and technical papers in support of ratification/accession to/implementation of international conventions, as applicable, in coordination with relevant Units of the Authority;
  17. Represents the Authority in international maritime conferences, meetings and negotiations, as may be assigned by higher authorities.
