MANILA PHILIPPINES – The Maritime Industry Authority (MARINA) on Sunday reiterated that its Professional Identification Cards issued to Merchant Marine Officers are valid documents for financial transactions with banks and other accredited financial institutions.

The MARINA issued this clarification following reports it has received from a number of licensed marine officers that some commercial banks refuse to recognize MARINA Professional Identification cards as a photo bearing identification card.

Memorandum Circular No. M-2016-019 issued by the Bangko Sentral ng Pilipinas categorically included MARINA Professional Identification Cards as one comparable with the GSIS card, SSS card as well as the Driver’s License.

The Circular states that “the Professional ldentification Cards (lD cards) issued by the Maritime Industry Authority (MARINA) may be considered as a photo-bearing lD document issued by an official authority comparable in quality with those issued by the Government Service Insurance System (GSIS), Social Security System (SSS) cards, and Land Transportation Office (LTO) and eligible to facilitate financial transactions of the holders of MARINA issued lD cards.

For this reason, subsection X806.2.c. of the Manual of Regulations for Banks requiring the presentation of a photo-bearing lD document issued by an official authority shall mean to include said MARINA lD cards.
