Capt. Zhao is the Hong Kong Shipping Registry Regional Head based in Singapore. During the visit, Capt. Zhao shared best practices of the Hong Kong Marine Department, including those relating to the Flag Registry, highlighting that their policies and goals are not revenue-driven. Noteworthy programs include the implementation of green and quality incentives, a streamlined process of ship registry, and various programs for enhanced inspection to improve maritime safety and technical functions
