The Philippines, through the Maritime Industry Authority (MARINA), proudly announces that it has maintained its status on the International Labour Organization’s (ILO) list of Member States that fully meet the minimum requirements relating to the processes and procedures for the issuance of Seafarers’ Identity Documents (SIDs). As of this writing, the Philippines has yet to receive the official correspondence containing the hallmark decision from the ILO.
This decision was made during the ILO Governing Body’s 355th Session, following a thorough review conducted by a dedicated Review Group, which included representatives from various international organizations and ratifying countries. The Review Group endorsed the Philippines’ continued compliance, highlighting the nation’s adherence to the updated technical standards and processes outlined by the ILO Convention (Revised), 2003, as amended (No. 185).
In a statement released through its official website on 19 November 2025, the ILO highlighted that “the Office’s assessment and the report of the Review Group established in accordance with Article 5, paragraph 6, of the Convention, the Governing Body approved the maintenance of the Philippines on the list of Members which fully meet the minimum requirements referred to in Article 5, paragraph 1, of the Convention.”
The continued inclusion on the ILO’s list underscores the Philippines’ commitment to upholding the rights and security of its seafarers, reinforcing its position as a leading maritime nation. The MARINA remains dedicated to advancing its maritime practices in partnerships with international bodies and ensuring that Filipino seafarers are recognized and respected worldwide.
