The Maritime Industry Authority (MARINA) has rolled out a new policy that simplifies licensing requirements and expands opportunities for domestic seafarers, in a move aimed at strengthening the country’s maritime workforce.

Under recently-implemented Memorandum Circular No. MD-2026-01, MARINA introduced updated policies, standards, and guidelines for the licensing of Major Patron, Minor Patron, Boat Captains, Marine Diesel Mechanics, and Motorman.

The revised circular aligns with Republic Act No. 12021, or the Magna Carta of Filipino Seafarers, and existing maritime regulations, while setting improved standards for the training, certification, and assessment of seafarers on both commercial ships and fishing vessels.

Easier, faster licensing
One of the major changes is the replacement of the Certificate of Marine Profession (CMP) with a license ID valid for 10 years, without additional fees—providing convenience and cost relief for seafarers.

More pathways to qualify
The new policy also opens doors for shore-based engine mechanics, who can now qualify and apply for a Motorman license, helping boost the number of skilled personnel onboard vessels.

At the same time, MARINA reduced and rationalized education and sea service requirements, making it easier for aspiring seafarers to qualify while still ensuring competency and safety standards.

Notably, graduates of maritime programs such as BSMT, and Associate in Marine Transportation (AMT), or those with CCI for BSMT; BSMarE, Associate in Marine Engineering (AME) or CCI for BSMarE are no longer required to undergo additional training, as these are already integrated into their academic programs.

Stronger industry, more opportunities
The policy was developed through consultations, technical working group meetings, and stakeholder engagements prior to the approval by the MARINA Board.

With these changes, MARINA aims to increase the number of qualified officers onboard Philippine-registered vessels, particularly those operating in domestic waters.

More importantly, the rationalized system is expected to create more job opportunities, strengthen workforce readiness, and enhance maritime safety across the country.
