The Maritime Industry Authority (MARINA) has rolled out a new policy simplifying licensing requirements and expanding opportunities for domestic seafarers, aimed at strengthening the country’s maritime workforce.

Under Memorandum Circular No. MD-2026-01, MARINA introduced updated policies, standards, and guidelines for licensing Major Patron, Minor Patron, Boat Captains, Marine Diesel Mechanics, and Motorman.

The revised circular aligns with Republic Act No. 12021 or the Magna Carta of Filipino Seafarers, and existing maritime regulations, while enhancing standards for training, certification, and assessment for both commercial ships and fishing vessels.

Easier, faster licensing
The Certificate of Marine Profession (CMP) is replaced by a license ID valid for 10 years, without additional fees—providing convenience and cost relief.

More pathways to qualify
Shore-based engine mechanics may now qualify for a Motorman license, helping boost skilled personnel onboard. MARINA also reduced and rationalized education and sea service requirements to make qualification easier while maintaining competency and safety standards.

Graduates of BSMT, AMT, or those with CCI for BSMT; BSMarE, AME, or CCI for BSMarE are no longer required to undergo additional training, as these are already integrated into their academic programs.

Stronger industry, more opportunities
Developed through consultations and stakeholder engagements, the policy aims to increase qualified officers onboard Philippine-registered vessels, especially in domestic waters, while creating more job opportunities, strengthening workforce readiness, and enhancing maritime safety.
