The MARINA Domestic Shipping Service Central Office (DSS-CO) Team conducted an onsite assessment of the processing of DSS-delegated applications at the MARINA Regional Office (MRO) VIII (Tacloban City) from 26 to 27 September 2022.

The MARINA DSS-CO, represented by Ms. Imelda D. Tatad, Ms. Dana Justine dC. Natividad, Ms. Melinda D. Ongayo, and Ms. Ma. Clarinda F. Catalan, was welcomed by the MRO VIII Director, Atty. Eusebia A. Cadlum-Boco, together with Ms. Mildred M. Camino, Ms Zandra C. Melo, and Ms. Rhodelia G. Dumas of the Domestic Shipping and Franchising Unit (DSFU).

The activity began with the orientation of the Internal Guidelines in the processing of DSS-delegated applications per Administrative Order No. 28-21, as well as the Oversight Functions of the DSS-CO per Administrative Order No. 03-22, which include Authority to Acquire thru Importation (ATI), Authority to Acquire thru Bareboat Chartering (BBC), Special Permit (SP), Suspension of Registry of Philippine Registered Ships, the Grant of Missionary and Pioneering Status, and the Accreditation of Shipping Companies/Maritime Enterprises and Registration and Licensing of Ships.

After the orientation, the team proceeded in exercising the DSS’ oversight functions where previous applications were randomly checked and evaluated. It was done at the same time as mentoring the staff.

Following the orientation, the team went on to perform the DSS oversight functions, by randomly checking and assessing previous applications received by the MRO. Furthermore, several cases that the MRO had come across and raised were used to mentor the concerned personnel.

The closing meeting was held on 27 September 2022, during which the MRO VIII Director and the DSFU personnel were given a thorough presentation of the results of the 2-day activity.
