1. Recommends the adoption, review, updating and implementation of the shipbuilding and ship repair sector’s plans, programs and projects, standards, criteria, policies, rules. Regulations and guidelines relating to shipyard operations, licensing/registration of shipbuilding, shiprepair, ship recycling and shipbreaking enterprises and other related entities, ship’s plans approval for construction, reconstruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations, including the adoption, review, updating and implementation of the Comprehensive Development Plan for the SBSR Sector pursuant to EO 588;
  2. Evaluates and recommends appropriate action on applications/requests for licensing/registration of enterprises engaged in shipbuilding, ship repair, afloat repair, boatbuilding and shipbreaking; incentives availment; plans approval for ship construction, reconstruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations and related requests;
  3. Conducts pre-qualification inspection of applicants for registration/licensing of new players to engage in shipbuilding, shiprepair, afloat repair, boatbuilding and shipbreaking, and annual inspection of all MARINA-licensed/registered shipyards for the renewal of license/registration to operate as such;
  4. Accredits and/or recognize, monitors, evaluates and audits performance of recognized organizations and accredited local classification societies, marine surveying companies and loadline assignors in accordance with set parameters and criteria as embodied in existing MARINA policies, rules and regulations;
  5. Conducts continuing policy-oriented and technical/engineering researches and studies for the modernization of the local shipbuilding industry and other developmental activities, programs & projects, development programs on fuel conservation, corrosion control in ships, and proper disposal of marine chemicals and other wasted matters derived from various shipbuilding activities, in coordination with relevant Units of the Authority, concerned government agencies and private sector associations/ entities in collaboration with the different maritime administrations and international organizations;
  6. Monitors maritime developments and issuances made by international, regional and sub-regional maritime organizations of conventions, codes, laws, circulars, rules and regulations, resolutions, protocols pertaining to the safe operations of shipyards and compliance with labor, health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design, construction and repair, admeasurement/tonnage measurement, loadline assignment and stability calculations, in coordination with relevant Units of the Authority, concerned government agencies and private sector associations/entities, undertakes or assists in the conduct of studies, evaluation and analysis thereof and recommends the adoption and implementation of applicable provisions through the issuance of appropriate policies and measures that would further the interest of the sector;
  7. Undertakes all necessary courses of action for the promotion of studies in Naval Architecture/Marine Engineering and related courses on shipbuilding/ship repair/afloat repair/boatbuilding/shipbreaking to enhance the technical capability of MARINA-licensed shipyards and sustain the competitive position of the country in the international shipbuilding industry;
  8. Conducts or participates in the conduct of public consultation in coordination with other MARINA Units, relevant government agencies, private sector associations and other entities involved in the discharge of functions relating to the safe operation of shipyards and compliance with labor health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design, plans approval for ship construction, reconstruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations, including issues, problems, complaints, proposed laws, programs, projects, policies, rules, regulations and guidelines attendant thereto and in relation to the briefing/orientation on newly approved issuances;
  9. Recommends the development and maintenance of databases and monitoring systems relating to the safe operation of shipyards and compliance with labor, health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design, plans approval for ship construction, reconstruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations, in terms of determining compliance with the standards, provisions, terms and conditions of approvals/permits/certificates issued by the Authority to further improve work productivity and efficiency in public service, in coordination with the MISS;
  10. Identifies external/internal information that will serve as input to the discharge of functions relating top the safe operation of shipyards and compliance with labor, health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design, plans approval for ship construction, reconstruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations, in coordination with appropriate Units of the Authority, private sector and relevant government agencies;
  11. Prepares response/replies to inquiries relating to the discharge of functions relating to the safe operation of shipyards and compliance with labor, health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design, plans approval for ship construction, reconsctruction, conversion, major alterations, reconditioning and measurements; loadline assignment and stability calculations;
  12. Undertakes preparation of position/information/discussion papers on matters/issues relating to the discharge of functions for safe operations of shipyards and compliance with labor, health and safety standards for shipbuilding, ship repair, ship recycling and shipbreaking activities and the protection of the marine environment, ship design. Plans approval for the ship construction, reconstruction, conversion, major alterations. Reconditioning and measurements; loadline assignment and stability calculations and technical papers in support of ratification/accession to/implementation of international conventions, as applicable, in coordination with relevant Units of the Authority;
  13. Represents the Authority in international maritime conferences, meeting and negotiations, as may be assigned by higher authorities; and
  14. Performs other functions as may be assigned by higher authorities.
