In a move to further enhance maritime safety while ensuring proper documentation of newly constructed motorboats and bancas operating within Philippine waters, the Maritime Industry Authority (MARINA) has issued Advisory No. 2024-24 or the “Registration of Undocumented Newly Constructed Motorboats/Bancas.” The registration deadline has been set for 28 June 2024.
Through the said Advisory, all newly constructed, undocumented motorboats and bancas must be registered by the stipulated deadline. Vessel owners are directed to submit their applications to the nearest MARINA Regional Office, accompanied by the following supporting documents:
1. Post Construction Plan/As-Built Plan or Skeleton Plan;
2. Duly Notarized Builder’s Certificate or Certification from the Coastal Barangay;
3. Duly Notarized Affidavit of Ownership or Deed of Sale; and
4. Copy of Valid Government IDs of the Owner
To facilitate the registration process, MARINA Regional Offices will be conducting mobile admeasurement and registration activities, ensuring coverage of all newly constructed, undocumented motorboats and bancas prior to the deadline.
Additionally, MARINA has announced that starting 01 July 2024, the registration process will be integrated into the MARINA Blockchain-Enabled Automated Certification System (MARINA-BEST). This new system mandates comprehensive compliance with all documentation and procedural requirements. These include plans approval prior to construction, progress inspection during construction, and admeasurement prior to registration. Failure to comply with these requirements will result in the vessel being ineligible for registration under the new system.
The said initiative underscores the agency’s commitment to improving the safety standards of maritime operations in the Philippines.
