Manila City —The Maritime Industry Authority (MARINA), in partnership with the Institute for Solidarity in Asia (ISA), conducted a three-day Performance Governance System (PGS) Strategy Refresh from 07-09 August 2024.
This initiative focused on enhancing the agency’s capabilities by refining its strategic framework and pre-identifying key result areas to drive the achievement of MARINA’s strategic goals.
MARINA Administrator Sonia B. Malaluan highlighted the need for ongoing strategy review and alignment with current developments. “As we enter the proficiency stage of the PGS, we must institutionalize strategies to guide MARINA’s future and stay relevant to stakeholders,” she added.
During the event, participants revisited the strategy map, guiding the development of core roadmaps for MARINA. Group sessions were held to align perspectives and ensure cohesive strategies.
Additionally, the Strategic Change Agenda was discussed to accelerate the development of the Philippine maritime industry by 2028. Key areas include modernizing domestic fleets, enhancing the overseas shipping registry with clear legal frameworks and digital processes, and promoting green shipbuilding and repair facilities. It also focuses on developing a skilled maritime workforce, improving safety and security, leading environmental protection efforts, building sustainable digital infrastructure, and adopting effective maritime governance.
A key part of the event was a session where MARINA Working Groups presented their roadmaps and scorecards to the Executive Committee and PGS Core Team. This review ensured alignment with strategic objectives and facilitated necessary adjustments for effective implementation.
Having achieved Initial Status in 2013 and PGS Compliant status in 2019, MARINA is now focused on revitalizing PGS implementation by pursuing the remaining stages of the pathway such as the Proficiency and Institutionalization Stages.
The agency plans to undertake necessary interventions for organizational alignment and validate breakthrough results as it advances on this strategic journey within the framework of good governance for the public sector.
