MANILA CITY — The Maritime Industry Authority (MARINA), in collaboration with the Development Academy of the Philippines (DAP), conducted a four-day workshop on the Basic Course on Regulatory Impact Assessment (RIA).

The workshop was designed to strengthen the capabilities of MARINA personnel in performing RIA, a vital process for assessing the need for regulation and ensuring that regulatory reforms adhere to best practices.

In her message, MARINA Administrator Sonia Malaluan encouraged the participants to maximize the undertaking and recognize the RIA as an integral part of policy formulation. “Let us make the most out of this training as a testament to our unwavering commitment to better serve the industry through better policies,” she added.

The course targeted several key objectives, including understanding the rationale behind regulation, appreciating the significance of regulatory reform, and recognizing the role of RIA in formulating and evaluating regulations. Participants also received comprehensive training on the steps involved in conducting RIA effectively.

The workshop was conducted through collaborative sessions on essential topics such as Problem Analysis and Objective Setting, Options Identification, Impact Assessment, and Implementation, Monitoring, and Evaluation Planning.

Planning and Policy Service (PPS) Director Luisito U. Delos Santos concluded the activity by highlighting the need to empower staff to tackle the agency’s challenges. He emphasized the importance of ongoing professional development and urged participants to apply their new skills to boost the agency’s performance.

The RIA is a tool that enables governments to make more informed regulatory decisions by analyzing the potential positive and negative impacts of government actions through data and empirical evidence. For MARINA, this tool is instrumental in identifying effective solutions to address policy challenges and in crafting regulations that are precisely tailored to the unique needs of the maritime industry.
