MANILA, PHILIPPINES – The Maritime Industry Authority (MARINA) has once again underscored its dedication to enhancing the country’s maritime standards on the first day of the Seatrade Maritime Crew Connect Global conference on 12 November 2024.

The MARINA, led by Administrator Sonia B. Malaluan, highlighted the collective achievements of the industry and the significant role of the Philippines, particularly in its contributions to the global workforce of seafarers.

In her keynote address, Administrator Malaluan expressed MARINA’s gratitude to the European Commission for recent launching the EU-ASEAN Sustainable Connectivity Package on Seafarers Technical Assistance, which elevates technical standards, reflects a broader vision of collaboration, shared growth, and mutual benefit in the maritime sector.

“A key component of this technical assistance is the effective implementation of the STCW Convention, which is crucial for maintaining the Philippines’ position as a leading provider of highly qualified and globally competitive seafarers. By strengthening our systems, we are reinforcing the country’s capacity to produce maritime professionals who meet the evolving needs of the global shipping industry,” Administrator Malaluan emphasized.

The recently passed Magna Carta for Seafarers was also highlighted as a transformative achievement for the Philippine maritime industry. The legislation gives MARINA the mandate to oversee an efficient maritime education, training, and certification system, benefiting present and future Filipino seafarers.

“These figures represent the global trust and confidence placed in our maritime professionals. Our goal is to maintain that trust and continue positioning Filipino seafarers as the “Seafarer of Choice,” known for their competence, reliability, and dedication to global trade,” Administrator mentioned.

Administrator Malaluan highlighted MARINA’s modernization efforts, including digital platforms that allow remote processing of certifications, alongside the integration of blockchain technology to enhance efficiency and transparency.

Beyond digital advancements, the Philippine government, through the MARINA, is focused on strengthening the shipbuilding, ship repair, and ship registry sectors. With this, Administrator Malaluan urged shipowners and maritime industry leaders to consider registering vessels under the Philippine flag, noting the country’s modernization efforts and the talent pool of skilled seafarers available for global shipping operations.

A key highlight of the conference was a panel discussion featuring Administrator Malaluan, who joined industry leaders to explore the topic, “Revising STCW: Where are we now, and how can we accelerate progress?” She was joined by PTC Group President and Filipino Shipowners Association Vice President Gerardo Borromeo as the moderator, European Commission Policy Officer Justyna Bartnicka, INTERTANKO Gas Manager Capt. Mahyar Jokhi, International Chamber of Shipping (ICS) Senior Manager Arvind Natrajan, and Danish Maritime Authority Director-General Andreas Nordseth.

The conference provided MARINA the opportunity to strengthen partnerships with international organizations and stakeholders, furthering its goal of shaping a resilient and progressive maritime sector that prioritizes the welfare and skills of Filipino seafarers in an increasingly technological global environment.
