MANILA – In line with the whole-of-government approach and the country’s commitment to the International Maritime Organization (IMO) Instruments Implementation (III) Code, the Maritime Industry Authority (MARINA) convened the Inter-agency Writeshop on the Review and Finalization of the Philippine Maritime Strategy (PMS) from February 18 to 21, 2025.

The writeshop aims to review, revise, and finalize the PMS—a strategic framework ensuring that Philippine maritime agencies align with international maritime standards and best practices. The strategy will serve as a roadmap for the country’s fulfillment of its obligations as a flag, port, and coastal state.

In her opening remarks, MARINA Administrator Sonia B. Malaluan underscored the importance of cross-agency collaboration in enhancing maritime policies and strategies. She emphasized the need to update the PMS to establish a new plan that will guide the implementation and enforcement of mandatory IMO instruments while addressing corrective actions identified in the recently concluded IMO Member State Audit Scheme (IMSAS).

Malaluan further highlighted that the strategy will define key performance indicators (KPIs) to assess and ensure the maritime administration’s compliance with the III Code.

The writeshop brought together representatives from IMSAS member agencies, including the Department of Transportation (DOTr), Department of Foreign Affairs (DFA), MARINA, Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), Cebu Port Authority (CPA), Subic Bay Metropolitan Authority (SBMA), National Telecommunications Commission (NTC), National Mapping and Resource Information Authority (NAMRIA), and the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA).
