The Maritime Industry Authority (MARINA), through its Examination and Assessment Division (EAD) under the Standards of Training, Certification and Watchkeeping (STCW) Office, together with the Board of Examiners (BOEs), conducted the first oath-taking ceremony of the year for newly licensed Marine Deck and Engineer Officers on 20 March 2025 at the AMOSUP Convention Hall in Intramuros, Manila.
Marking their official entry into the profession, a total of 88 marine deck and engineer officers were sworn into their ranks, signifying their commitment to their duties and responsibilities. The Deck Department welcomed 14 Master Mariners, three (3) Chief Mates, and 31 Officers-In-Charge of a Navigational Watch (OIC-NW), while the Engine Department saw the oath-taking of six (6) Chief Engineer Officers, four (4) Second Engineer Officers, and 30 Officers-In-Charge of an Engineering Watch (OIC-EW).
STCW Office Executive Director Samuel L. Batalla, in his welcoming remarks, emphasized that this milestone is not only a personal achievement but also a collective success for the maritime industry. “Remember that this profession demands not only technical competence but also integrity, resilience, and an unwavering commitment to excellence. We trust that you will navigate the challenges ahead with skills and honor, upholding the highest standards of maritime service,” he stated.
Chief Engineer Sherrain Tamana Dominguez of BW Shipmanagement LPG Group delivered an inspirational message, emphasizing that the sea will not only challenge these new Merchant Marines but also shape them into leaders. “To the seasoned mariners, your experience is invaluable. Continue to guide and mentor those who follow in your footsteps. It is not just about reaching milestones, but also about breaking barriers,” she said.
Adding to the significance of the event, MARINA also highlighted the milestone achieved by women in the maritime profession. In celebration of National Women’s Month, five (5) women seafarers successfully took their oath, including three (3) OIC-NW and two (2) OIC-EW.
During the ceremony, the newly sworn officers pledged to uphold professional ethics and the highest standards of professionalism, safety, and environmental stewardship in their roles as marine officers. The oath was administered by Capt. Danilo G. Arevalo, Chairman of the Board of Marine Deck Officers (BOMDO), and Chief Engineer Reynaldo S. Rabino, Chairman of the Board of Marine Engineer Officers (BOMEO).
Held quarterly, the oath-taking ceremony serves as MARINA’s way of acknowledging and recognizing the beginning of a marine officer’s commitment to the safety of life at sea and the protection of the marine environment.
