Davao City – MARINA Administrator Sonia Malaluan called for changes with greater focus in providing quality services and positive impacts to stakeholders and clients during the 1st Quarter Regional Directors’ Conference (RDC) in Davao City held from 27-28 March 2025.

“Let’s implement changes and ensure quality services to our stakeholders and clients. Let’s focus on the outcome – does the stakeholders experience, feel, and benefit from the changes we are implementing? That’s the most important,” Malaluan stated, emphasizing the need for tangible, positive impacts.

Regional Director Felisa Orongan of MARINA Regional Office XI (MRO11), which organized this quarter’s conference, encouraged fellow Directors and Officers-in-Charge to have passion, positivity, purpose, and productivity. RD Orongan reminded the group that these principles are key to advancing MARINA’s objectives, while also reinforcing the importance of a motivated workforce for the benefit of the industry and the public.

Discussions focused on policy gaps and areas for improvement in the implementation of rules and regulations in domestic shipping, franchising, maritime safety, shipbuilding and ship repair, and seafarers onboard domestic ships. The body formulated strategies and plan of actions to address them.

In her closing remarks, Deputy Administrator for Planning Nenita Atienza urged the Directors and Officers-in-Charge to “support one another, and remain focused on delivering excellence to our dear MARINA.

The two-day conference, presided over by Administrator Malaluan, was joined by Deputy Administrator for Operations Engr. Nannette Villamor-Dinopol, Deputy Administrator for Planning Nenita Atienza, Chief of Staff Engr. Ronaldo Bandalaria, and Planning and Policy Service Director Luisito delos Santos. The conference was actively participated by MARINA Service Unit Directors, and all regional directors.

The conference concluded with a renewed commitment to enhancing service delivery and reinforcing values of professionalism and accountability.
