PASAY CITY, PHILIPPINES – The Maritime Industry Authority (MARINA) celebrated the Day of the Filipino Seafarer 2024 by conducting a significant mass oath taking ceremony for Harbor Pilots and Merchant Marine Officers on 25 June 2024.

Seafarers took part in a mass oath taking ceremony wherein a total of 17 Harbor Pilots, and 73 Merchant Marine Officers, consisting of seven (7) Master Mariners, one (1) Chief Mate, 28 Officers-In-Charge of a Navigational Watch (OIC-NW), six (6) Chief Engineers, one (1) Second Engineer, and 30 Officers-In-Charge of an Engineering Watch (OIC-EW) participated in the ceremony.

Department of Transportation (DOTr) Undersecretary Reinier Paul Yebra, who delivered an inspiring message to the attendees on behalf of Secretary Jaime J. Bautista, conveyed that the DOTr acknowledges the mariners as they are crucial to the country’s economy, and thus, the government has a responsibility to uphold their rights and protect their interests.

“The fact that you have passed all the examinations and requirements to get this far means that you are ready to take on the difficult responsibilities of your roles. Your discerning capability and work ethic can make a big difference in lives and livelihood. You are part of the driving force for maritime safety and commercial trade,” USec. Yebra.

STCW Office Executive Director Samuel L. Batalla also congratulated the new officers in reaching this pivotal point in their careers. “As you step into your roles, you will be entrusted with the safety and well-being of those aboard your vessels. This immense responsibility extends beyond the technical skills you have honed. It demands compassion, exemplary leadership, and the ability to make sound decisions during times of adversity,” Executive Director Batalla said.

The oath-taking was administered by MARINA Administrator Sonia B. Malaluan for the Harbor Pilots, Capt. Danilo G. Arevalo, Chairman of the Board of Marine Deck Officers (BOMDO), and Chief Engr. Reynaldo S. Rabino, Chairman of the Board of Marine Engineer Officers (BOMEO).

In addition to the oath-taking ceremony, the event featured a special recognition segment hosted by the Gregorio Oca Leadership and Development (GOLD) Foundation, honoring women who have championed seafarer families. This segment highlighted the contributions of women to the maritime community and their vital support to seafarers.

The MARINA also launched the “MARINA Honours Filipino Seafarer Bravery at Sea 2024” award, recognizing individuals who have performed acts of exceptional bravery, and announced the “Gawad Natatanging Mandaragat 2025” award, aiming to honor a Filipino seafarer who demonstrates exceptional skills, unwavering dedication, and significant contributions to the maritime industry.

The celebration concluded with the announcement of winners for the Video Making and Photo Contests, showcasing the creativity and talent of the maritime community. These contests aimed to highlight the diverse experiences and achievements of Filipino seafarers.

The MARINA believes the Day of the Filipino Seafarer 2024 highlighted the crucial role of oath taking in committing to integrity, professionalism, and dedication. Celebrating with the Filipino seafarers reinforced their importance in maritime safety, environmental protection, and the global maritime industry.
