The Philippines, through the Maritime Industry Authority (MARINA), showcased its maritime policy and regulatory framework to implement its obligation on the IMO Convention relating to Civil Liability and Compensation Regime at the Regional Workshop organized by the International Maritime Organization (IMO) in Bandar Seri Begawan, Brunei Darussalam from 20 to 24 January 2025.

The Philippines presented its implementation mechanism of the 1992 Civil Liability and Fund (CLC and FUND) Conventions, which were ratified in 1998 and are enforced under Republic Act No. 9483, also known as the Oil Pollution Compensation Act of 2007. The delegation was represented by MARINA’s Overseas Shipping Service (OSS) OIC Director Precila C. Jara, and Legal Service (LS) Attorney IV Atty. May Maureen Dizon.

It likewise presented updates on the status of the country’s ratification and accession to other IMO liability conventions and addressed challenges related to their implementation.

The workshop aimed to support IMO Member States in the ratification, accession, and enforcement of various conventions on civil liability and compensation, including the 2003 Supplementary Fund Protocol, the 2001 Bunkers Convention, the 1976/1996 LLMC, and others. Delivered by experts from the IMO Legal Affairs Office, with support from the International Oil Pollution Compensation (IOPC) Fund and the P&I Club, the workshop provided technical insights and facilitated the exchange of expertise and best practices.

The Philippines has emphasized its commitment to enhancing maritime safety, environmental protection, and international compliance through active collaboration with regional and global maritime stakeholders. The event also underscored the significance of shared experiences and collaboration among representatives of participating Member States, from Bangladesh, Brunei Darussalam, Cambodia, China, India, Indonesia, Lao PDR, Malaysia, Mongolia, Nepal, Pakistan, Philippines (the), Sri Lanka and Singapore..

By engaging in this workshop, the Philippines reaffirmed its commitment to upholding international maritime standards and improving the legal and operational frameworks that promote a safer and more sustainable maritime industry.
