The Philippines, through the Maritime Industry Authority (MARINA), hosted the study tour of Nigeria’s National Institute for Policy and Strategic Studies (NIPSS) on 27 May 2025 at the MARINA Central Office in Manila. The study tour, participated by high-level officials from the Nigerian government, is part of NIPSS’s intercontinental initiative. The visit recognized the Philippines as one of seven (7) countries noted for exemplary maritime governance and strategic policymaking.

The tour aimed to broaden the perspectives of Nigerian policy think tanks through the exchange of best practices in maritime policy, with a focus on the blue economy and sustainable development. In line with President Ferdinand R. Marcos Jr.’s directive to strengthen the maritime sector as a pillar of economic resilience, MARINA continues to lead initiatives that advance marine environmental protection, maritime safety, and inclusive growth on blue economy.

Ms. Precila Jara, Director of the Overseas Shipping Service, welcomed the delegates and emphasized the importance of international collaboration in achieving shared maritime goals. Ms. Rubina Badoy, Planning Officer V / Chief Ship Operations Specialist,

presented MARINA’s initiatives, including inter-agency cooperation, compliance with international conventions such as the IMO’s MARPOL Convention 73/78, and the upcoming implementation of the IMO’s GHG Strategy.

DIG Adeleye Olusola Oyebade, head of the Nigerian delegation, expressed gratitude for the Philippines’ hospitality and reaffirmed Nigeria’s commitment to evidence-based policymaking. He noted the blue economy as a key emerging focus for Nigeria’s national

development. The tour concluded with a mutual commitment to continued cooperation and strategic partnership in maritime development.
