Danao, Cebu — Dynacast Shipyard has hailed the proposed Shipbuilding and Ship Repair (SBSR) Development Bill as a “backbone” for growth and modernization in the maritime industry, citing its potential to unlock large-scale development, boost local employment, and elevate the Philippines’ global competitiveness in shipbuilding.
In a dialogue with the MARINA Shipyard Regulation Service (SRS) Director Engr. Marc Pascua on 02 August 2025, Dynacast officials led by its Head of Operations and Production, Mr. Chubasco Barreto described the bill as both “promising and necessary,” expressing hope that the government will fast-track its passage to catalyze much-needed reforms in the sector.
“This bill is a game-changer. If implemented, it could serve as the backbone for expansion and modernization in shipyards like ours,” said Barreto. “With government support—through infrastructure, training, and incentives—we can scale faster and contribute more meaningfully to the national economy.”
“We already have the skills, the workforce, and the drive. What we need is a national mechanism that empowers shipyards to grow at scale. The SBSR Bill provides that foundation. With the SBSR Bill in place, development won’t just accelerate for Dynacast—it will uplift the entire maritime sector,” Barreto added.
The proposed SBSR Development Bill forms part of President Ferdinand R. Marcos Jr.’s industrialization program which aims to revitalize strategic sectors by building modern facilities, expanding domestic capabilities, and upskilling the workforce.
The meeting was also attended by Jason Ventura from the Commercial Department, project managers Joseph J. Hermoso and Winifred Villesa, and other members of the Dynacast team, who all echoed their commitment to supporting the industry’s growth and underscored the positive impact the bill could bring to workers, communities, and the broader maritime value chain.
