Recommends the adoption, review updating and implementation of the maritime manpower sector’s plans, programs, projects, policies, standards, rules, regulations and guidelines on the issuance/registration of identity/record documents to qualified applicants/seafarers (domestic or overseas, as applicable), documentation and licensing of qualified domestic seafarers and harbor, bay and river pilots, and the competency assessment system of the domestic seafarers, shipyard manpower and other maritime manpower resources of the country;
Recommends the establishment, updating and implementation of a system of developing and maintaining a reservoir of trained maritime manpower to meet the current and future needs of the maritime manpower industry, in collaboration with concerned Units of the Authority, relevant government agencies and private sector;
Designs develops and/or recommends training programs/curricula in response to/in compliance with national/international laws, conventions, codes, rules and regulations and other developments in the maritime manpower sector and implements/conducts the same, as required/applicable to the domestic seafarers, harbor, bay and river pilots, shipyards manpower and other maritime manpower resources of the country;
Evaluates in collaboration with the Commission on Higher Education(CHED), the Department of Education (DepEd) and the Technical Education and Skills Development Authority (TESDA) and in coordination with concerned Units of the Authority, the capability of maritime schools and training centers that will contribute to the furtherance of the knowledge and skills of the domestic seafarers, shipyard manpower and other maritime manpower resources of the country;
Inspects and evaluates periodically in collaboration with CHED, DepEd, TESDA and concerned Units of the Authority the standards and facilities of maritime schools and training centers and effectiveness of maritime educational and training programs of government and private schools and recommends such changes in the curricula, as may be necessary, that will contribute to the upgrading of knowledge and skills of the domestic seafarers, shipyard manpower and other maritime manpower resources of the country;
Administers/conducts licensure examinations for harbor, bay and river pilots and officers of ships engaged in the domestic trade below 500 GT and 750 KW and issues corresponding licenses;
Undertakes the issuance and registration (based on EO 125 of seafarers Identification and Record Book (SIRB), Seafarer’s Identification Book (SIB), Domestic–Certificate of Competency (D-COC), Seafarer’s Identity Document (SID) and/or other relevant identity/record documents to qualified applicants/seafarers (domestic or overseas, as applicable pursuant to applicable national/international laws, conventions, codes and existing MARINA Circulars, rules and regulations;
Assists in the formulation of plans and makes necessary arrangements for the implementation of apprenticeship programs for the domestic seafarer, harbor, bay and river pilots, shipyard manpower and other maritime manpower resources of the country in coordination with shipowners/operators, maritime schools and training centers, shipyards, and other relevant maritime industry providers and foreign/local government agencies/organizations;
Conducts or participates in the conduct of public consultation in coordination with the MARINA Units, relevant government agencies, private sector associations and other entities involved in the maritime manpower sector regarding issues, problems, complaints, proposed laws, programs, policies, rules, regulations and guidelines and in relation to the briefing/orientation on newly approved issuances;
Recommends the development and maintenance of a comprehensive database for Filipino seafarers, harbor, bay and river pilots, shipyard manpower and other maritime manpower resources of the country and systems and procedures to further improve work productivity and efficiency in public service, in coordination with the MISS;
Identifies external/internal information that will serve as inputs to the discharge of functions relating to the issuance/registration of identity/record documents to qualified applicants/seafarers (domestic or overseas, as applicable),
Prepares response/replies to inquiries relating to the discharge of regulatory/supervisory and promotional/developmental functions over Filipino seafarers and harbor, bay and river pilots, shipyard manpower and other maritime manpower resources of the country;
Undertakes preparation of position/information/discussion papers on matters/issues relating to the discharge of regulatory/supervisory and promotional/developmental functions over Filipino seafarers and harbor, bay and river pilots, shipyard manpower and other maritime manpower resources of the country;
Represents the Authority in international maritime conferences, meetings and negotiations, as may be assigned by higher authorities; and,
Performs such other duties as may be assigned by higher authorities.
