In preparation for the Philippines’ compliance with the IMO Strategy on the reduction of GHG Emissions from ships, the STCW Office of the Maritime Industry Authority (MARINA), in collaboration with the Philippine Center for Advanced Maritime Simulation and Training (PHILCAMSAT), and Kongsberg Digital AS, conducted a Training of Trainers for the IGF Course. The Opening Program on 20 February 2024 at PHILCAMSAT in Makati City was led by STCW Office Executive Director Samuel L. Batalla.

Recognizing capacity development as one of the key elements in complying with international conventions, in which the Philippines is a party, and consistent with the 10-year Maritime Industry Development Plan 2028 (MIDP), this initiative highlights a strategic approach towards fulfilling obligations and enhancing maritime capabilities in response to global standards and emerging technologies.

The Training of Trainers for the IGF Course was conducted to ensure that there will be a sufficient pool of qualified instructors and assessors accredited by MARINA. The course covered simulation exercises on bunkering, firefighting, and extinguishing operations. It also covered a review on the principles of adult learning and the preparation of the Instructor’s Guide.

It can be recalled that MARINA issued standards for both Basic and Advanced Training for Ships Subject to IGF Courses in 2020. To date, seven (7) training providers are approved to conduct the Basic Course, and four (4) are approved for the Advanced Course.

Decarbonization and environmental regulations, including the Carbon Intensity Indicator, are expected to influence fleet renewal decisions by vessel owners, leading to the use of LNG, methanol, ammonia, and other alternative energy sources. This creates a demand for seafarers who are appropriately trained and qualified to operate vessels powered by alternative fuels.

The specialized Training of Trainers for the IGF Course was facilitated by Capt. Quentin N. Cox and C/E Sherrain Dominguez from PHILCAMSAT, and Ms. Presca Lee B. Lugo from the STCW Office of MARINA. Capt. Archievald Camba and Mr. Donnie Bagang of Green Marine Engineering (Singapore) served as validators for the training.

The participants of the Training of Trainers included selected representatives from MARINA, GigaMare, “K” Line Maritime Academy Philippines, MAAP ASTC Training Center, Nautilus Pacific Maritime Training Center, Norwegian Training Center, NYK-Fil Maritime e-Training, PHILCAMSAT, and United Marine Training Center.
